Eligibility & Membership Contribution

Please confirm your eligibility and calculate your member contribution before you fill out your application for PFC Membership. Membership applications are reviewed and approved by PFC.

Membership Eligibility

Membership in PFC is open to foundations, charities, corporate giving programs and nonprofits whose primary function and activity is charitable grantmaking.

Members have voting rights and their representative is eligible to take office in the Association. Membership is valid for one year from January to December.

Members must adhere to the PFC Statement of Values and Ethical Principles and to the PFC non-solicitation policy.

Membership in PFC is open to a Canadian registered charity or organization which is a:

Private Foundation

Registered with the Canada Revenue Agency (CRA).

Public Foundation or Charitable Organization
  • Registered with the CRA
  • Has an assured source of income1 (not less than 50% of total income) that is not dependent on annual appeals for funds
  • Makes gifts to multiple qualified donees (“broad public benefit”)
  • Charitable support expenditures consist of at least 33.33% of the organization’s annual expenditures.2

2 “Charitable support” is defined as grants, donations and investments in support of the charitable activities of one or more other organizations.

Note 1: At least 50% of income must be derived from assured sources including: Interest and dividends on investments, Rent from land or property owned by the foundation or organization; Spending of capital; Regular, long-term donations, committed over at least three years from one or more companies or individuals

Corporate Giving Program
  • Is within a publicly traded for-profit corporation
  • Makes gifts to multiple organizations (“broad public benefit”)
  • Charitable support expenditures consist of at least 33.33% of the organization’s annual expenditures.
Not-for-Profit Grantmaker
  • Has an assured source of income (not less than 50% of total income) that is not dependent on annual appeals for funds
  • Makes gifts to multiple organizations (“broad public benefit”)
  • Charitable support expenditures consist of at least 33.33% of the organization’s annual expenditures.
Government Grantmaker
  • Independent organization or publicly-funded agency operating at arms-length.
  • Has an assured source of income (guaranteed funding)
  • Makes gifts to multiple organizations (“broad public benefit”)
  • Charitable support expenditures consist of at least 33.33% of the member’s annual expenditures.
  • The Board of directors has a majority of directors who are not public servants or government officials.
International Membership
  • For non-Canadian grantmaking organizations or foundations (in the US and UK) that operate similarly to Canadian foundations who want to familiarize themselves with granting rules or connect with colleagues in Canada.

Membership Contribution Calculation

As a member of PFC, you will benefit from various exclusive services such as access to resources and research reports in addition to contributing to the enhancement of organized philanthropy across the country.

PFC is a registered charity and all contributions to PFC can be included in your disbursement quota. Charitable registration number 892952128 RR00001.

  • The membership contribution is based on a calendar year
  • Minimum contribution is $750, maximum is $25,000
  • If you have endowed assets your contribution MUST be calculated based on assets
